an artillery battery, a helicopter squadron, a frigate and

three patrol craft. The study of a further reduction was

conducted by a joint United Kingdom/Hong Kong Government

working party, whose report has been considered by the Chiefs

of Staff. The report suggests that, on the basis of the

c.d, with come make, have redom and to current internal security threat, the garrison (should consist

of) at least 4 battalions, some combat engineer capability, a

helicopter squadron, and a Naval presence but that this force

would need rapid reinforcement should troubles occur

in

simultaneously on the border/rural areas and in the towns.

3.

The Chiefs of Staff have generally endorsed these

conclusions.

In particular they consider, in the new situation

of deferred withdrawal from Brunei, that for so long as a

battalion remains in Brunei as local reinforcement, (until mid

1978 on present assumptions), with slower reinforcement available

from UK, the garrison in Hong Kong need include only 4 stationed

infantry battalions.

They also believe that the Engineer

/field squadron

requirement will be best met by a field squadron and its

Training Wing and the Naval need by a frigate. The resultant

garrison is shown at Annex A and would cost £M331⁄2 a year.

It does not include Naval patrol boats or an artillery battery,

which would have military advantages but could not be justified

even

ive with the addiken of john ravazzanes

as essential. A garrison of this size involves increased

risk and the threat must be kept un ier regular review.
