1. On my return from leave, I have seen the record of the OPD meebli., held on 22 July at which this issue was discussed.

2. I attach a draft submission I propose to make to Sir Duncan watso,. covering two telegrams to the Governor of Hong Kong, informing him of the decisions taken. I understand that you have already discus3, 6 the matter with Mr Rogers and that he is willing to take on the tasa of negotiating with the Hong Kong Government as early as possible in October. I also understand that he is anxious that the decision to send a Minister to Hong Kong for this purpose should be known only to the Governor at this stage. I have taken these points into account. I would be grateful for any comments on the drafts by tomorrow evening.
