36.
When the Police accrt their emergency posture, the Armed Forces deploy, under joint Police/Military command
and control, in support of the Police. The agreed division of responsibilities is as follows:
2.
b.
Police
(1) Riot Control.
(2) Protection of life and property. (3) Maintenance of law and order.
(4) Search and arrest operations.
(5) Imposition of curfews etc.
(6) EOD
Armed Forces
(1) Immediate readiness to assist the Police in their
duties, particularly when arms and explosives are being used.
(2) The provision of cordons for Police/Military
operations.
(3) Guarding of Key points.
(4)
Escorts for essential services.
37.
(5) Provision of specialist equipment.
It is an essential feature of the joint plans for emergencies that the Police can rely from the outset upon the support of the Armed Forces, not only when the position has deteriorated, but throughout the development of an emergency. Without this support the Police Force would not be able to deal with emergencies which occur on a Colony-wide basis; however, with it the number of available riot companies are considered to be sufficient. It is this 'stiffening' effect, both in physical and psychological terms, that is such an important factor in the ratio between police and military units. In theory, it should be possible in numerical terms to replace army battalions by Police riot units. But the effectiveness of the Police in their IS role is always subject to their being supported by the Military.
