£1M. Gurkha Engineers could similarly provide the requisite skills bu, as their basic trade training cannot be lone in the United Kingdom within existing Ministry of Defence budgetary arrangements, a trade training wing would be needed in addition to the field squadron. This would provide the equivalent of an additional infantry company.
The cost including a trade training wing would also be in the order of £1M. The Working Party concluded that a Gurkha Engineer field squadron with a training wing is the most cost effective solution,

Wessex Helicopters. The role set out in paragraph 19 becomes more important as the garrison decreases in size, and cannot be performed by any other local agency. The Working Party concluded that a minimum of 8 x Wessex helicopters are an essential component of the future garrison. (The Working Party also confirmed the requirement for the reconnaissance and liaison helicopters of the Army Air Corps squadron. They are essential for reconnaissance, observation, control and for the mobility of commanders down to company level).

ADDITIONAL ELEMENTS
The Working Party, assuming a frigate and an adequate infantry force, also identified two further desirable elements:

3 RN Patrol Craft. The merits of patrol craft are set out in paragraph 23, which concludes that it would be preferable, under present circumstances, to have both the frigate and some patrol craft. When the frigate is not available, because of training outside Colony waters or maintenance, the patrol craft would ensure a continual Naval presence. As a total of 4 vessels would ensure one on task continuously, 3 patrol craft would be a desirable complement to the frigate.
A UK Artillary Battery. An artillery battery would give more balance to what would otherwise be an exclusively infantry force and so permit the maintenance of proper professional military standards, There would also be operational advantage in that the battery would act as an additional, strong infantry company in the IS role.
28. It is difficult to place these additional elements in order of priority, since their me rits vary according to the infantry force to which they might be added. This is reflected in the Working Party's consideration of the options available.
