1. I attach a self-explanatory telegram to NATO and non-NATO

posts, giving them guidance on further defence cuts which will

be announced by Mr Healey this afternoon in the context of

public expenditure cuts generally. It has been agreed with

MOD and will be despatched during the afternoon as soon
