1. The Working Party's report was sent to us under a compliments slip referring to Hong Kong Saving telegram no 72, which we have received only today. I now enclose 2 copies of the report and Saving telegram. I am also sending one copy of each to Hansford in the Treasury.
2. You will see that the Governor has no further comments beyond those contained in his telegram no 257 of 17 March. Laurence O'Keeffe has asked me to add that we hope to let you have our own further views on the report next week.
