I am sending you herewith a copy of the Working Party Report on this possibility partly on account of your recent personal involvement in the question and partly in your new capacity within the Cabinet Office.

The various options will now, of course, be considered by the Chiefs of Staff from the operational point of view; and, as agreed at your last meeting in M.Ö.D., it will then be for 0.P.D. to agree a position for the British side in the negotiations with the Hong Kong Government.
