Registry have no papers suggesting that the Defence Review and Hong Kong has been or should be discussed with the Americans. I would see no objection to our drawing their attention to the fact that Hong Kong will remain a British defence commitment, but this simply repeats what is said in the Defence Review anyway. So the exercise would have little point.

I attach, for your information, details of UK/US agreements in the defence field which do affect Hong Kong. Presumably, "Cobra Joe" could be involved in the Defence Review, but we have no details of this IT. I assume it is a technical arrangement involving retransmiss- ion to the USAF of signals picked up by the Tai Mo Shan radar station as it scans the Chinese hinterland. But I think we must leave it to the MoD to decide whether it is appropriate to discuss "Cobra Joe" with the Americans.
