as yet been unable to provide him with the necessary further information he had requested on Works and Army support. was hoped that this information would become available in the course of the day to enable a final costing to be given to AD of DP(C) before his departure; if not it would be signalled out to CBFHK as early as possible. In the meantime, DS1 would signal Hong Kong with the information and costing so far available. It was noted that on the information already available it was clear that each option would save at least £5 on the presently planned garrison of SLOM.

It was also noted that the main options appeared to have been derived by a process of deduction from the S4CM garrison, rather than by the process of taking a fresh look at the nature of the security task and the possible ways of meeting it. It was agreed that the latter approach was a more fruitful one and that AD of DP(C) should bear this in mind in the course of his discussions in the Working Party.

It was recalled that CBFHK had asked that the MOD representative should carry with him Service Department views on the options so far identified. It was confirmed that Service Departments had already briefed AD of DP(C) on the factors to be considered when studying the various options, and it was agreed that this was sufficient. It was further agreed that it would be inappropriate to provide any sort of authoritative MOD view on the options since this would run the risk of pre-judging the exercise. AUS(GS) noted that he had told CBFHK by signal that the Working Party need not regard itself as tied to only the options so far identified.

The meeting noted that public announcements had not specified a date for the withdrawal of the Gurkha Battalion from Brunei and that the Working Party might feel bound to consider the date of this withdrawal a factor in assessing the possible garrison options. It was agreed that the Working Party could not be prevented
