Your minute of 6 March. As far as Hong Kong is concerned, there is little to add to what is said in paragraph 34 of the White Paper. But the following gloss on it might be useful in any guidance that

you send out:-

"The present position over Hong Kong is that discussions are proceeding between the British Government and the Hong Kong Government about the future force level appropriate for Hong Kong in the long term and its financing. The outcome of these discussions will be announced in due course and embodied in a new Defence Costs Agreement, which will run from 1 April 1976".
