Many thanks for sending me a copy of your record of our meeting with Mr Rodgers on 9 April (D/MIN/WR/8/7).

This is a fair record of the substance of our discussion but there is a point in the last sentence of paragraph 3 which has gone wrong. What I tried to say was that the present status quo suited the Chinese but they looked to us to maintain it. If we reduce the garrison below a certain level they might doubt our ability and reconsider their policy.
