G&GD say they are not able to help with this request. Presumably, the MoD could and it would seem to be in their interest to provide Hong Kong with the information requested because, it appears, Hong Kong require this in order to counter possible criticisms from within the Colony that, in demanding a defence contribution from Hong Kong, HMG are acting in a way contrary to past practice with other British Colonies.

3. I submit a draft letter which I have addressed to Mr Ward in DS6. I have not yet cleared it with Defence Department. If you can think of a more appropriate addressee, please let me know.
