I have passed his letter to the Navy Department for examination, and I suggest that the answers to his questions could best be passed on by the MOD representative on the working party which we envisage being set up in Hong Kong to conduct the further study of the garrison (assuming it is approved). Would this method be agreeable to you and Lavies?
