agree that I should propose certain minimal-cost

measures to NATO along the lines of paragraph 10

above; and tell NATO that we are prepared to study,

on the same basis, the measures outlined in

paragraph 12 above;

agree that I should reply to the Secretary General

of NATO along the lines of the draft at Annex C;

endorse the draft passage on consultations with

our Allies at Annex D, for inclusion in the Defence

White Paper.
