DEFENCE REVIEW: DP NOTE 201/75(C)(DRAFT)

1. I do not know to what extent paragraph 20(c) is drafted in the general context of ongoing discussions with the Hong Kong Government on the size of the garrison after 1 April 1976. However CBFHK's proposals will be subject to satisfactory conclusion of these discussions. In particular it should be noted that the Hong Kong Government have not yet given their agreement to the closure of 117 Signals Unit. (I attach a copy of our letter of 14 January to the Secretary for Security).

2. I suggest that we might ask the Assistant Directors of Defence Folicy, C Division, to add a final sentence to para 20(c) on the lines of the following:

"these proposals will be subject to final agreement on the size of Hong Kong's future garrison. In particular it should be noted that the Hong Kong Government have not yet agreed to the closure of 117 Signals Unit.'
