4. On tining, it was envisaged that the Working Party might need 2/3 weeks to complete its task, but that its report should be available in London no later than 21 March.
5. There were a number of points, relating to naval costs and the costs of air trooping, on which guidance would be required for the Working Party and which those concerned (DS1, Navy Dept) would now

Terms of Reference
It was agreed that D36 would circulate suggested terms of reference for the Joint Working Party. These are as follows:

The Governor and CBFHK can then be consulted as necessary prior to submission of the terms of reference to COS (on the assumption that the study is approved by DOPC).
