I recommend that we should:

(a)

accept the Governor's judgment that we should not seek to resolve the issue before May;

(b) support the Defence Secretary's endorsement of the

proposed contingency work, particularly an early study of the £35 m. garrison.

I submit a draft reply, which has been agreed with Defence Department.
