The reduction is largely the result of a shortfall in recruitment

of industrial staff. A further 19,000 civilians are employed at

the Royal Ordnance Factories, and their costs will be met from the

Trading Fund, set up in 1974 to improve the Ordnance Factories'

ability to operate in a commercial environment.
