Personnel costs have been assessed using capitation rates. They cover both pay and allowances (primarily local overseas allowance). Capitation rates are basically averages and are used because within each rank and trade structure there are different rates of pay and incrementul scales. Similarly, different rates of local overseas allowance apply to single, married unaccompanied and married accompanied personnel.
Basic pay rates are calculated from worldwide strength figures for UK personnel, whereas the capitation rate for allorances is assessed from the rates applicable to Hong Kong. Capitation rates for pay and allowances for Gurkhas and pay for locally engaged Service and Civilian personnel are calculated from the rates appropriate to Hong Kong.

Gas, Water, Electricity
Barrack Services
less Receipts from Accommodation charges.
Some of these items have been attributed to units on a per capita basis. other cases,
eg, Rations, a more detailed assessment has been made as UK personnel pay for food whereas Gurkhas do not.
