As I explained on the telephone we do not think this brings out sufficiently clearly the main question whether or not Ministers wish to press Hong Kong to pay 75% of the cost of the garrison despite the views expressed by the Governor. To bring this point out more clearly we suggest an addition to paragraph 6(c) and a number of relatively minor changes to paragraphs 9 and 10. For convenience, I attach an annex setting out the addition to paragraph 6 and the revised versions of paragraph 9 and 10 including the amendments we have suggested.
