Thank you for your minute of 15 January with which you enclosed a first draft of a possible paper for DOPC.
I think we shall need to shorten the paper somewhat to ensure that it is within the allowed length. No doubt we can discuss this at tomorrow's meeting. In the meantime, however, I have been thinking about the concluding section. It seems to me that the questions might be better ordered and put into context if we were to adopt the broad outline which I have suggested in the Annex to this letter. Perhaps we could consider this also tomorrow morning.
