INTRODUCTION

1.

In their signal (1) to overseas commanders outlining

the outcome of the Defence Review the Chiefs of Staff

specified target dates for the withdrawal of UK forces from

certain non-IATO and Mediterranean commitments. The commanders

were subsequently informed (2) of the principles which were

to govern their planning of the withdrawals and of MOD's

responsibility for the coordination of the detailed plans.

2. To facilitate the latter, and to enable key dates to be

decided before the publication of this year's White Paper on

Defence, the commanders were required to report any major
