DEFENCE REVIEW: HONG KONG

You asked for a note for Mr Hattersley on the current state of play on consultations on the Defence Review.

I think the best way to explain the situation in Hong Kong is to send the Minister the attached draft DOPC paper which I have prepared for consideration by the Ministry of Defence and the Treasury. It describes the situation following a visit by a team of officials to Hong Kong at the beginning of this month. You should, however, explain that the draft has not yet been cleared even at official level in the FCO or elsewhere.
