The Hong Kong Polytechnic proposal described in
the attached paper was discussed at the Projects Committee
on the 9th December. You will shortly receive a copy of
the minutes, but the general conclusion of the Projects
Committee was that this was not really a project and
therefore need not be subjected to their usual procedures.
The Projects Committee were, however, satisfied
that the proposed expenditure would be an effective use

of the money and they were also satisfied that the Polytechnic
would spend it properly.
I propose, therefore, that we authorise the Finance
Department to incur this expenditure without any further
reference to Ministers.
