1. I do not really understand the second paragraph of Mr Burr's letter of 9 September. Surely the first sentence of paragraph 3 of our submission makes it clear that the visit was carried out but that additional information over and above that given in Dr Pickard's report was required. Earlier papers show that there was scant attention paid to this report, basically, I am sure, because it did not contain the detailed information which the Projects Committee would require. I think Mrs Lawrence's letter of 24 June 1974 sets out the position prevailing from Dr Pickard's report up to our latest attempt to get the papers to Projects Committee.

2. I attach a draft reply to Mr Burr's letter.

1. I too find the second paragraph of Mr Burr's letter of 9 September very odd. So odd, in fact, that I wondered at first whether he might be referring to some other TA Education Adviser's visit in connection with these projects.

It seems, however, from paragraph 3 of his letter and the fact that he has sent us a copy of Dr Pickard's report, that he must be referring to Dr Pickard's visit.

I agree, if I may say so that Mr O'Keeffe's minute of 20 August made it clear that we fait with all stages of the history of these projects. Given this, I see no grounds for apologising to Mr Burr and I have re-drafted the proposed minute to him, urging that the case should now be submitted direct to the Minister.
