Dear Mr Wade-Brown

I spoke to you yesterday about the draft report prepared by Mr Hunting following his visit to Hong Kong. He has had to do this in three parts, the first one dealing with the application for equipment grants submitted in respect of the Hong Kong Polytechnic and the four technical institutes, and an advance on BONNRY copy of this is now enclosed.

You indicated that it would not be possible to arrange a de-briefing immediately and in view of Mr Hunting's other overseas commitments it seems that the earliest this could be arranged would be in the period 3rd to 5th November. I shall look forward to hearing further from you about this.

In the meantime it is necessary that we consider a limited distribution of the draft report possibly to the Government, the Polytechnic and the Department of Education in Hong Kong, and to ODM Advisers, the British Council and IUC in the UK. If you will confirm your agreement and that of the Projects Committee, I shall arrange to make available the additional copies you will require for sending on to Hong Kong. The distribution to ODM Advisers, British Council and IUC would be done direct by TETOC.
