You referred to me these papers about the Hong Kong Polytechnic.

2. Mr O'Keefe's minute to you and the Submission did not bring out very fully what happened after Dr Pickard (the ODM Technical Education Adviser referred to) visited the colony at the end of 1973. I therefore referred this back to Mr O'Keefe who says that the report seems not to have been considered to contain sufficient detailed information. It is not immediately clear who arrived at this consideration.

3. I have consulted Dr Pickard and discovered that Mr Hunting from TETOC has recently been to Hong Kong for the specific purpose of furthering the expenditure of this money. This fact to say the least is not clear from paragraph 3 of Mr O'Keefe's minute.

4. Since I am about to be on leave I have asked TETOC for an advance copy of Mr Hunting's report and this is below.

You need not study it in detail but you will see that he makes detailed recommendations about the expenditure of the money.

6. Since authority has been given for the expenditure of about £88,000 out of the original £500,000 you may possibly consider that the proposal need not now go back to the Projects Committee although I am afraid that it would probably still fall within the definitions.

7. If it is to go to the Committee however I suggest that this be done with a very brief (I hope not cursory)

paper on the lines of the draft I have put below.

8. If this is agreeable to you perhaps you could send the papers back to Mr Douglas and ask him to clear this draft with Education Advisers and Mr O'Keefe and so far as this may be necessary, with the EPS.

9. One of the reasons why Mr O'Keefe has referred this to you is that Organisation Department said in their minute at D that equipment

This is could be supplied only if it is associated with experts. not in fact true. Small capital grants can be made only if associated with experts but over the last 10 years a good deal of equipment (pretty flexibly interpreted) has been provided without any experts at all.
