6. The expenditure would be phased over the period up to the

end of 1977 although expenditure on books might possibly take

somewhat longer.

7. There is no doubt that the Polytechnic is a growing and

effective institution for further education nor that the Hong

Kong Education Department is competent to apply this amount of

money in a rational and effective way. Our Education Advisers

will in any event be in touch with progress and we are confident

that they will be able to bring their advice to bear on the way

the money is spent.

8. As stated at the beginning this expenditure is itself unusual

but we are concerned with the application of money which was

promised by a Minister for a specific purpose and all that we can

really be concerned with is that the money is applied to that

purpose in the most effective way. We are confident that the

proposals which have emerged from visits by our own Education

Advisers and TETOC Advisers will secure this.

9. The formal endorsement of the Committee is therefore now

sought.
