understand that such an arrangement may be contrary to British trading policy. Your Department are of course in the best position to judge the kind of assistance to British firms that they might properly provide. I hope that your Department will find some way of promoting an arrangement that would seem to be advantageous both to the Hong Kong Polytechnic and to British trade.
