I would be grateful for your consideration of the enclosed copy of a letter addressed to Mr Shore's Private Secretary by an official of the Hong Kong Colonial Secretariat.

Mr Hutton has no recollection of the papers passed to him by the Governor but we can reply without them. The essential point is whether HMG are prepared to make a grant towards purchase of the equipment required by the Polytechnic. We have no aid programme for Hong Kong and I would have thought this request was a non-starter, not least because of Hong Kong's very favourable trade balance with us at present and no indication of a reversal. The Polytechnic is already in touch with the 600 Group and it is up to the latter to quote competitively for the business.

As this is basically a request for aid I wonder if you or ODM to whom I am copying would consider replying?
