Please see the correspondence which we have received from Mr Shipman in the Hong Kong Secretariat via the Department of Trade.
2. I have delayed submitting a reply in the hope that we would by now have had the Projects Committee's decision on this project. I understand from the FC Secretariat that Mr Williams was und whether or not it was necessary to obtain ministerial approval. My latest information (yesterday afternoon) is that Mr Williams has gone on leave for Christmas.
3. In the circumstances, I do not think that we can further delay a reply to Mr Shipman and I attach a draft letter.
