(4) I sat on a panel to interview local candidates (one of them
British) for posts in the textile field.. As this was largely
unproductive, the panel, which included Mr. Barnes of the
Hong Kong Polytechnic as technical assessor, discussed ways
and means of recruitment. It was agreed that TETOC would
prospect more actively for textile specialists without
previous teaching experience for whom introductory courses
at the Hong Kong Technical Teachers College would be provided.
(5) Mr. Kingwell complains that although he has an effective
staff team his work suffers from the lack of a deputy
or assistant.
As a result of this there is a lack of
follow-up and chasing action, and he cited the case of
ån interview recommendation by TETOC which, having arrived
when he was on leave, had no action taken on it.
Among other
things he said he was continually hampered by the system whereby
routine action such as the transmission of indents and offers
of appointments had to be effected by the Secretariat.
It was
Sometimes such action was blocked at a low level and
Mr. Kingwell had to keep a continual watch on it,
because of this sort of thing that two indents which should
have been handled by TETOC had been referred to the London
Office at the Hong Kong Government. As against that,
Mr. Kingwell claimed success in "bending the rules".
