HONG KONG ASSISTANCE TO THE POLYTECHNIC
1. I attach a draft submission for the above project and would be grateful if it could be considered by the Projects Committee at the earliest possible date.
2. A submission for this project was prepared in 1973 and given a number, (PC(73)28); this was to have been considered by the Projects Committee on 27 September 1973. In the event, however, Mr Williams decided to withdraw it since it was considered to be too imprecise to provide the basis for a decision. An informal meeting was called on 1 October 1973 to discuss the project. At this meeting it was agreed that the paper needed strengthening by the insertion of additional information on the polytechnic development plan, staffing, courses etc. It was also agreed that the sum of £38,000 could be spent on books prior to the presentation of a revised paper. In paragraph 1 I asked if the paper could be considered by the Projects Committee as soon as possible, this is because we are receiving book orders from Hong Kong each month and the financial limit of £38,000 has very nearly been reached.
3. Paragraph 5 of the note of the meeting held in the ODM on 24 February to discuss aid strategy, asked Departments to inform their Under Secretaries of any projects in the pipeline which did not appear to conform with Mrs Hart's policy criteria on aid. Mr O'Keeffe duly referred this project and the Technical Institute's project to Mr Williams; he replied to the effect that he did not feel it should be put to the Minister at this stage. In fact, Mrs Hart was made aware of the project some months ago as a result of a request made by her for information on aid to Hong Kong. Needless to say, she was not keen on the project then!
