4. I think the above sets out the current position with regard to the Polytechnic. It is disappointing that our paper is still not considered to be in an acceptable form, but there it is. I had a long discussion with Mr Burton, the librarian, on Tuesday and it was of no comfort to be told that Hong Kong did not need the money, but since it had been "thrust" upon them they would utilise it. He attributed the slowness on the part of Hong Kong to react to the various requests made to them for more information etc to the fact that Hong Kong were not anxious to go to a lot of time and trouble over a grant that they do not really need! What it seems to boil down to is that if Hong Kong have to put themselves out to any great degree they do not really want to know.
