1. Please see Mr Wade-Brown's minute of 1 May in which he sets out the current state of play on our submission to the Projects Committee. We seem to be getting absolutely nowhere in this one step forward two steps back exercise. So far as I can see the whole paper will have to be rewritten to about twice its current length.

2. It really seems wrong to me that either we or TETOC should go to the expense of sending someone to Hong Kong to obtain information for the Projects Committee. I suppose however that if it gets this project and the four technical institutes project out of our hair in the not too distant future then it is all to the good.

3. Mr Wade-Brown is slightly off note in his comments on paragraph 2 (6). Dr Pickard, ODM's Technical Education Adviser, visited Hong Kong at the end of 1973 for the specific purpose of commenting on the Polytechnic and the Technical Institutes. His report is at Flag H. The information contained in the report is no doubt so out of date however that it probably does not rule out a visit by a member of TETOC. If you agree, I will however discuss this further with Mr White and the Projects Committee Secretariate.

I will deal with the other points raised in Mr Wade-Brown's minute salatium.

Sub paragraphs 2 (3) (4). I really cannot see what more we can usefully say on this and I would guess that any addition would amount to nothing more than padding.

Sub paragraph 2 (5). I am sure that we must be able to find a copy of Sir Anthony Royle's statemement somewhere.

Sub paragraph 2 (9). going to be difficult educated guess.

Sub paragraph 2 (11). This is a difficult one in that Hong Kong are quoting the cost of the books and equipment in Hong Kong dollars and we are limited to providing a maximum of £500,000 for this project. The suggested exchange rate

would therefore only give a rough guide. (o flogk £4)

Sub paragraph 2 (13). Mr Stuart raised this very point in paragraph 6 of his letter of 26 October 1973 addressed to Mr Rae (see Flag J). I cannot trace a reply being received from Mr Rae.
