Summary
22.
Members of the Committee are very conscious of the need to restrict expenditure to a minimum in view of the present financial stringency, but believe that it would be quite impractical to contemplate expanding the student intake to reach a target of 6,000 by 1976 or of 8,000 by post-1978 without adequate staff and student amenities coming under construction in early 1976. It is with this view in mind that we now recommend:
(a) approval for the Polytechnic to undertake
Phase II of the capital programme at a total of $37.4m. including fees, consequential moves, furniture and equipment at mid-1974 prices;

the total for Phase I and II (including fees, furniture and equipment) should not exceed $151.4m. at mid-1974 prices;
the possible requirements for Phase III should be reviewed and recommendations made by the Committee before the end of 1976 with an indication from Government as to whether the student number target should go beyond 8,000 after 1978;
commitments for Phase II be accepted for Government financial years as follows subject to the total expenditure for Phases I and II set out at (b);
