The approval for Phase I was made on the understanding that subsequent progress of the programme would be reviewed in early January 1975 by the Executive Council to see what funds were likely to be available for the implementation of Phase II.

In submitting its original recommendations, the Committee made a number of points, the most important of which was that overall planning and expansion depends on square-footage norms and on space-utilisation surveys and student capacity surveys to be carried out by the Polytechnic. These surveys have now been carried out by the Polytechnic, and the results together with relatively advanced planning for Phase I have made it possible to formulate views as to how further development should be organised.

A crude student capacity can be calculated by taking the number of seats, applying to them the utilisation rates based on a 44-hour teaching week and turning that into the capacity available for students working a 25-hour teaching-contact week which is a generally acceptable figure for maximum contact-hours. It appears unlikely that the utilisation rates by 1976 can be higher than 35% for workshops and laboratories and 50% for general use areas, unless the administrative staff is considerably strengthened (which will be difficult before 1976). However, the Committee is determined to ensure that improvement in utilisation will continue until the rates. of 60% for workshops/laboratories and 75% for general teaching space are more nearly achieved, probably in a further two to three years beyond 1976.i.e. post-1978.
