UNIVERSITY AND POLYTECHNIC GRANTS COMMITTEE RECOMMENDATIONS FOR RECURRENT AND CAPITAL SUBVENTIONS FOR THE HONG KONG POLYTECHNIC FOR

Introduction: Implementation of Polytechnic Planning Committee Recommendations

After considering memorandum XCC(72)6 and the annexed Final Report of the Polytechnic Planning Committee (Annex A) on 13th January 1972, Honourable Members advised and the Governor ordered inter alia;

(a)

that the principle stated in paragraph 10 of the Final Report be adopted as a matter of policy: that the Polytechnic should provide facilities, outside the Universities, to enable qualification at some advanced levels in the post-secondary sphere, ranging from certificates to diplomas, the equivalent of pass degrees;

that the priorities recommended in the Final Report for courses be adopted as a basis for future detailed planning purposes;

that in the light of the arguments set out at paragraphs 19 28 of the memorandum, the Polytechnic be subject to similar administrative and financial procedures as the Universities under the aegis of a 'University and Polytechnic Grants Committee' with the same terms of reference as the existing University Grants Committee appropriately modified to include the Polytechnic;
