UNIVERSITY AND POLYTECHNIC GRANTS COMMITTEE: RE-EXAMINATION OF THE HONG KONG POLYTECHNIC CAPITAL PROGRAMME

A

Phasing of the Polytechnic Development Plan

After considering memorandum XCC(74)36 on 28th May 1974, Honourable Members advised and the Governor ordered:

"(a) that Phase I of the Polytechnic development

(b)

plan should proceed as recommended subject to a revision of the phasing of expenditure pro- posed in paragraph 23 of the memorandum to provide for total expenditure of $132 million in 1974/75, 1975/76 and the early part of 1976/77 in respect of buildings, furniture and equipment but excluding housing; and

that a memorandum should be submitted to Council in early January 1975 advising when funds were likely to be available for the im- plementation of Phase II and with a view to determining student targets for the guidance of the UPGC at its meeting in February 1975.

Review of Earlier Recommendations by the UPGC

To provide the information necessary for the Government

to reach a decision on the timing of the development of the Polytechnic, the University and Polytechnic Grants Committee (UPGC) has con-

sidered three main factors, which can be summarised as

(a) utilisation of space to be provided in Phase I;

(b) the possibility of dividing Phase I into two; and

(c) the scope and possible timing of further development.

These are described in detail in the Committee's review, presented to the Colonial Secretary on 9th December 1974 (attached as Annex B).
