We have consulted the Governor of Hong Kong and I submit draft replies based on the information we have received from him.

Mr Lewis last visited the Colony in May 1972 but has not asked any questions about Hong Kong since then. His interest in this matter is not known; but the record of the institutions concerned is very creditable.
