with needs in so far as they can be determined on the basis of currently
available information. The supply of applicants seems assured, and
employment prospects for those completing Polytechnic courses appear
to be good at present, and will be carefully monitored in the future. This
provides reasonable assurance that the Polytechnic will be sensitive to
the needs of the economy which it serves, and that aid funds devoted to
it will be usefully employed.
IV.
TECHNICAL ASPECT
21.
The proposals for expenditure of the grant are set out in the papers
submitted by the Polytechnic (Annex B). In summary the main headings of
expenditure are:-

22. It is planned that the new library will be completed by the end of
1975 and opened during 1976. The confirmed Polytechnic library policy is
to have on the shelves by December 1976, a book stock in the region of
100,000 volumes. However, it is planned that the library will ultimately
contain shelving to accommodate 400,000 volumes and seating for 3,000
students. The proposed book stock of 100,000 volumes by 1976 and 400,000
volumes eventually is by no means large by British standards for a Polytechnic
of 8,000 full time students. There is a great social need for a library of this
magnitude and which can offer such a large number of seats for study purposes,
since the great majority of the students come from home environments totally
unsuitable for study.
