This submission is perhaps unusual in that the willingness of the
British Government to provide this aid was formally announed in Hong Kong
in November 1972 by the Parliamentary Under Secretary of State for Foreign
and Commonwealth Affairs. The Projects Committee is therefore asked only
to approve the manner in which the Hong Kong Government proposes to use
the grant. However, in saying this, it would seem unreasonable to expect
the Hong Kong Government to specify, in detail, such books and equipment
as may be purchased over a three year period in the knowledge that new
books and more advanced equipment are continually becoming available.
I.
SUMMARY AND BACKGROUND

The purpose of the project is to assist the development of technical
education in Hong Kong by providing books and equipment to the value of
£500,000 to the Hong Kong Polytechnic, which was formally established on
1 August 1972 to replace the Hong Kong Technical College. The establishment
of the Hong Kong Polytechnic forms part of a large programme for the expansion
of technical education. It is the intention of the Hong Kong Government that
approximately £170,000 should be spent on British equipment and £330,000
on books and journals.
