AID STRATEGY 1975/6 - 1978/9

Most of the recipients of this minute will have attended or been represented at a meeting which Mr Williams held on 24 February to discuss the implementation of the Minister's aid strategy as it was summarily described in my circular minute about the next Aid Framework exercise, CF 245/246/038 of 18 February. A number of participants in that meeting asked the Secretary to arrange that the record should be given a wide distribution, as is now being done.

2. The Heads of Department, and in particular of Geographical and Joint Departments, the Directors of EPS Divisions and the Chief Advisers, are asked to ensure that this minute and the Annex should be seen by all members of their staffs likely to be concerned with questions of aid strategy during the next 12 months or so. My Heads of Section and I will be glad to advise on the application of the guidelines to particular situations as they arise. Questions relating to terms of aid, to submissions to the Projects Committee or to the preparation of Country Policy Papers should be referred to DC Department, I & C Department and Organisation Department respectively.
