Paragraph 5 of the Note of the Meeting to discuss aid strategy which was held in ODM on 24 February asks Departments to inform their Under-Secretaries of any projects in the pipeline which do not appear to confirm with Mrs Hart's policy criteria on aid.

Public announcements were made by FCO Ministers, with ODM Ministerial agreement, in 1971 and 1972 about these grants. We were going through a particularly difficult time in our relations with Hong Kong and these projects were seen as meeting a need for outward and visible signs of a special and beneficial relationship with the UK.

In September 1973 we prepared a paper for submission to Projects Committee but it was agreed at an informal meeting at ODM that it should not formally come before the Committee until more detailed information had been obtained both on the Polytechnic, which was then in its infancy, and on the technical institutes, some of which have
not even now been built.
I am drawing these projects to your attention since we have a submission ready now to go before the Projects Committee on the Hong Kong Polytechnic and hope to have our submission on the technical institutes ready within the course of the next few weeks.
