8. As a last word, I apologise for the apparent complications involved in all this which, perhaps naively, I think could be handled more simply. The fact is that, notwithstanding the OPD discussion, Whitehall departments are still far from pointing all in the same direction and the formal telegrams you have got represent the highest common factor of views as they have emerged so far. This letter is consequently designed to put you more fully in the picture - but I would be grateful if you would not refer to this in replying to the formal telegrams.
