CONVENTION ON WETLANDS OF INTERNATIONAL IMPORTANCE

1.

I attach a copy of a draft telegram, cleared with Legal Advisers and addressed to the Dependent Territories, Brunei and the Associated States which:

(i)

informs them of the UK's intention to ratify the above Convention (copy attached) as soon as possible;

(ii)

(iii)

asks them whether they wish to be included in the UK's instrument of ratification; and

asks them to consider whether new legislation would be necessary to enable them to be so included.

2. I would be grateful for the early comments of the department: to which this minute is copied. In particular, SWPD and Caribbean Department may wish to consider whether a separate and somewhat different approach should be made to Brunei and the Associated States respectively.
