Mai Po Marshes

I have your letter of the 12th of May addressed to Denys Roberts on the question of nature conservancy and the Mai Po Marshes for reply.

Before attempting to do so, however, I think it is necessary to clarify what is meant by "nature reserve" and the relevance of U.K. Town and Country Planning legislation to Hong Kong.

In respect of the former, can I ask you to

the letter of the 2nd of April addressed by the International Council for Bird Preservation to His Excellency the Governor;

my reply of the 22nd of May; and

the Advisory Committee on Recreational Development and Nature Conservation's paper No. 19, the Nature Conservation Sub-Committee's report on the Mai Po Marshes and the committee's comments on these proposals.

From the above you will note that :-

what the Nature Conservation Sub-Committee has in mind is a managed nature reserve which would include a wild fowl park run on the lines of Sir Peter Scott's "Slimbridge", which as you probably know is privately owned and operated. There is no doubt that this is also the sort of thing that the International Council for Bird Preservation has in mind;
