CONVENTION ON WETLANDS OF INTERNATIONAL IMPORTANCE

Thank you for your letter of 17 June about the

extension to Hong Kong of this Convention.

2.

We too had doubts about the extension of the Convention to Hong Kong. However, we thought that the risk of an outcry if Hong Kong were excluded from the UK ratification of the Convention outweighed the dangers of pressure being brought to bear once Hong Kong was party to the Convention. Having said this, we fully share your doubts about designating the Hai Po marshes a "wetland of international importance". We have made this point clear to the DOE which is responsible for the ratification of the Treaty. We have not yet heard from them but you may be assured that we will resist any suggestion that the marshes should be so designated.
