Lord Goronwy-Roberts has seen the attached copy of a letter from Messrs Webster and Hedter to the Governor of Hong Kong. He has also noted that the International Council for Bird Preservation has been protesting about the proposed scheme and that they have cited a reference to the area concerned in the International Wetlands Convention. He hopes that, since it appears that this scheme may give rise to considerable criticism amongst international environmentalists, it will be possible to say that the circumstances have been fully looked into.
