Your Excellency promised to improve the quality of life for Hong Kong. We appreciate that this has proved difficult in the face of economic difficulties, but that is no reason for allowing a scheme of this type to proceed in the face of all environmental considerations. In view of the inadequacy of Mr. Robson's reply, we repeat our call for a public hearing before anything is finalised. We cannot believe that your strong personal support for this scheme is based on such impoverished arguments, and we therefore ask for the public hearing so that such good and valid arguments as you may have can be as widely disseminated as possible.
